What is Herefordshire County Bid?

The Herefordshire County Business Improvement District (BID) is a specific geographical area, where visitor economy businesses come together for a term of 5 years to invest in Herefordshire. A set of agreed projects and services will be delivered to improve the visitor economy across the county.

Explanation of your Buisiness Improvement District (BID) Levy

Thie Levy Bill is being sent to you/your company because under the Local Government Act 2003 and subsequent regulations, namely ‘The Business Improvement Districts (England) Regulations 2004, S.I. No. 2443’, the area in which your property is physically located

has been designated as a Business Improvement District by the ‘BID Proposer’. The BID Proposer in this case is Herefordshire County

BID Ltd, a ‘not for profit’ company dedicated to improving trading conditions for businesses in Herefordshire. Herefordshire County BID is completely independent of Herefordshire Council.   Herefordshire Council, being the Billing Authority are required by BID Regulations 2004 to provide services to include the collection, recovery and application of the BID Levy (Sch 4)

This notice relates to your property based within the BID area with a Rateable Value of £12,000 and over based on the Non-Domestic Ratings List in force as at 1st January 2024 using the most current 2023 Non-Domestic Ratings list. The rateable value will be updated for any changes due to ratepayer’s appeals, additions, and removals. You or the previous occupier were balloted prior to the commencement of the BID term. The outcome of this vote was ‘YES’ in favour of a BID Levy being imposed in accordance with the Proposer’s formal Business Plan submitted to Herefordshire Council, and made available to potential BID Levy payers throughout the consultation period leading up to the ballot date.

As your property is located within the BID area you are legally obliged to pay the stated levy for the relevant property. Legally this has to be administered by Herefordshire Council or its agent who carries out the collection of the BID Levy on behalf of Herefordshire County BID LTD. 100% of all money collected from businesses will be paid over to Herefordshire County BID LTD on a monthly basis.

The BID Levy must be paid by the instalment date shown on your latest BID Demand. Non-payment will be pursued via all available enforcement options, to include the issuing of summonses with costs of £82.50 per summons, the use of enforcement agents or insolvency action. Where relevant, all additional costs will be recovered from the BID Levy Payer.

Please ensure your BID payments are made separate to your Business Rates payments and you quote your 8-digit BID account number

You may pay by Debit/Credit Card via the internet: www.herefordshire.gov.uk/pay or by telephoning the Business Rates section on 01432 260360.

By post

Send payments to Revenues & Benefits, Plough Lane, Hereford, HR4 OLE. Please make your cheque payable to ‘Herefordshire Council’ and write your 8 digit BID account number clearly on the back of your cheque.

You should post your cheque at least 5 days before the due date. To save your money, we do not issue receipts when you pay by post.
